On the road towards submitting its third national communication, Colombia wanted to make sure that they had a high quality national Greehouse Gas (GHG) inventory. With this purpose, Aether was appointed to provide a key international expert for carrying out the review. One week was spent in country, analysing all the details of Colombia’s inventory cycle, with particular focus on the calculation methods for the energy and the industrial processes and product use (IPPU) sectors.
The challenge
Colombia’s national circumstances determine the level of detail required for inventory compilation. Despite being a non-Annex I country to the UNFCCC, the country is committed to developing a high quality inventory system. Aether’s main objective was to identify improvement needs in the inventory compilation of the energy and IPPU sector. Aether identified that the quality of Colombia’s emission estimates was affected by the lack of available information. Another difficulty was the need to reinforce institutional arrangements.
The solution
Aether analysed in detail the emission estimates made for the energy and IPPU sectors. After ascertaining the accuracy of the estimates and identifying the lack of data available as the main issue to be solved, Aether proposed high quality recommendations by category level, to enhance the accuracy of the inventory, as well as to the national system itself.
The result
The project resulted in Colombia improving its GHG emission estimates. This resulted in Colombia being able to submit their third national communication to the UNFCCC.

Devolved Governments Air Pollutant Emissions Inventories
The air pollutant emissions inventories for England, Scotland, Wales, and Northern Ireland were published in September 2025. The data covers the period 2005 to 2023, for the pollutants ammonia, carbon monoxide, nitrogen oxides, non-methane volatile organic compounds, PM10, PM2.5, sulphur dioxide, and lead. In addition, experimental inventory statistics are presented for emissions of benzo[a]pyrene, dioxins and furans, and mercury.

Aether provided training to strengthen Government of Jersey’s climate policy modelling capacity
Aether completed a project for to train staff in Government of Jersey in using Aether's Carbon Scenario Model to quantify the carbon impacts of net zero policies. The model is a key tool for the Government of Jersey for informing policy decisions on climate actions, and other related policies.

Aether Experts Contribute to IPCC Report on Short-Lived Climate Forcers
In the first week of October Richard Claxton and Sergii Shmarin were in Istanbul, contributing as lead authors to the upcoming IPCC Methodology Report on Short-Lived Climate Forcers (SLCFs). SLCFs - such as black carbon, and other ozone precursors play a critical role in climate change and air quality. The new methodology report will provide essential guidance for countries to improve their emissions inventories and strengthen climate action.
